Statutes

Article 1 – The Aim
The present statutes are created between the members for an association of french law (according to 1st July of 1901 legislation and the 16th August of 1901 decree), with the ‘’Coordination Group for Epidemiology and Cancer Registry in Latin Laguage Coutries’’ designation, followingly appointed as ‘’Group’’.
 
Aims and Activities
 
1. The association has for aim to coordinate the activities of the group gathered since 1976 under the name of ‘’ Group for Epidemiology and Cancer Registry in Latin Laguage Coutries’’, abbreviated as GRELL.

2. The Group promotes cancer’s epidemiology research, specially through the precise geographically defined case registry among the popullation. Its particular aims are the following:
 
a) Promote tumour registry and contribute for its methodological development;
 
b) Promote multicentral epidemiological studies by participating in their execution.
 
c) Contribute for the researchers and professionals education in cancer epidemiology.
 
1. The Group organizes, at least, ona annual opened scientific reunion and publishes its reports and its own activity reports during the same session. Depending of necessities, The Group organizes other reunions, seminaries and educational courses in order to promote the exchange and the visits between the institutions.
 
2. The Group coordinates its activities with other scientific associations of the same field and specially with the International Association of Cancer Registries.
 
Geografical Area of Activity
 
The group has its activity mainly (but not exclusively) in Latin Language speaking European countries.
 
It also keeps relations with Mediterranean professionals and researchers as well as with Latin Language countries outside the Europe.
 
Article 2 – The Adress
The association headquarters are located at Toulouse University (Haute-Garonne, France)
 
They can be transfered if intended by the general assemby.
 
Article 3 – The Term
The duration of the Association is unlimited.
 
Article 4 – The Membership
Representants
The members are professionals or researchers in the field of epidemiology of cancer that can also be considered representatives of the professionals and researchers on the epidemiology of cancer of the country they operate.
 
The members actively participate in the tasks attributed by the Group. The members also keep relations with the researching groups of the country they represent, if necessary through the organs and/or the associations of their coordination.
 
Memberships
The Group pretends to recruit 2-4 members by country.
 
The appointment of a new member must be writtenly supported by two members.
The General Assembly decides about the membership of the new members to assure the conformity with the representant’s status of the countries mentioned above and, if applicable, according to various organisms and associations. The decisions will be taken by a majority of 2/3 of present members.
 
Article 5 – The Cessation 
The status of member ceases by death, renunciation or the General Assembly’s decision, specially when considered that the conditions of the country representation or the membership duties weren’t accomplished, the decision in that case, must be taken by a majority of 2/3 of present members.
 
Article 6 – Of Resources and Expenses
Group’s incomes are provenient from:

1. Members contributions;
 
2. Conference registration charges;
 
3. Granted subsidies
 
Expenses
The expenses mainly refer to:
 
1. Contribution for the secretariat expenses;
 
2. Scientific reunions organization expenses;
 
3. Travel subsidies for European researchers and professionals.
 
4. Group’s organized studies expenses.
The financial exercise coincide with the civil year.
 
Article 7 – The General Assembly
The General Assembly is the supreme group’s organ and has the following accreditations:
 
1. To supress and change the statuses;
 
2. To elect the management and the auditors;
 
3. To admit and exclude the members;
4. To approve the Budget and the Annual Accounts;
 
5. To elaborate a médium-term program of activities corresponding to the group’s aims.
 
6. Management functions.
 
The General Assembly reunites at least twice a year, summoned by the managers. The direction takes its own decisions by the simple majority of present members, save the exceptions foreseen by law.
 
The presidents assist the General Assembly reunions as an advisory body.
 
Article 8 – Of Directors Administration
Directors
The direction is composed by a president, a secretary and a treasurer, who must represent different countries. If possible, can be added as the fourth representative member of International Agency for Research on Cancer (IARC).
The president’s mandate is for 3 years, secretary’s and treasurer’s for 5 years, each one of them can be elected more than once.
 
If president’s and secretary’s cessations arrive simultaneously with the mandate’s expiration, the secretary’s term is extended for one more year. The direction decides who represents the group externally.
 
The direction dispatches everyday’s issues and exercises functions defined by the General Assembly.
 
The direction reunites when necessary, but at least twice a year. She takes decisions by consensus.
 
The direction posts are voluntary.
 
Auditors
Two auditors, group’s members and nominated by the General Assembly, annualy control group’s accounts and deliver a report to the General Assembly.
The mandate’s duration is for three years. The auditors can be reelected.
 
Consultants
The group may appeal to external consultants (non-members) to execute specific tasks, to assume permanent resposibility on determined questions or be representatives acting close to a specific institution. The consultants can be invited to participate at the General Assembly as an advisory body.
 
This invitation must be renewed at every new General Assembly.
 
Article 9 – Of Responsibility
The Group is responsible only for its own goods.
 
Article 10 – Of revision of statuses and dissolution
The General Assembly, can change these statuses or decide on the Group’s dissolution by a majority of 2/3 of present members.
 
The solution was proclaimed by the General Assembly, that nominates a syndic. The appeal will be delivered in conformity  with the Article 9 of 1st July of 1901, supra quoted, in association with the same aims.
